He's basically our quest giver. Septimus needs you to transcribe a super-secret, uber-powerful Elder Scroll (Dragon). Easy peasy, right? Wrong. To even read the thing, he needs you to gather samples of every single race of mer. Talk about a logistical nightmare! High Elf, Dark Elf, Wood Elf, Falmer, and Orc... wait, what? An Orc is a mer? Mind. Blown.
